Scaffolding is primarily covered by two sets of regulations:

The Swedish Work Environment Authority’s regulations AFS 2013:4 (Scaffolds) – more detailed rules on assembly, use and maintenance of scaffolding.
These rules apply regardless of whether it’s a large construction company or a private individual renovating their house. The difference is that professional assembly requires training, while a homeowner is allowed to erect simpler scaffolds themselves – but always with full responsibility for safety.
Scaffolding must always be:

Equipped with safe access – for example via stair tower or ladder.

The Swedish Work Environment Authority also requires that scaffolding is always assembled according to the manufacturer’s instructions.
Is it allowed to build your own wooden scaffold?
It is permitted on your own property, but it is strongly discouraged as it often does not meet safety requirements. A certified metal scaffold is always safer.
Does scaffolding always need guardrails?
Yes, if the fall height is more than 2 metres. But even below 2 metres, protection may be required depending on the work environment.
Is a building permit required for scaffolding?
No, scaffolding normally does not require a building permit – but if it is placed on public land (street, sidewalk), a permit from the municipality may be required.
