Working at height requires the right equipment and knowledge. Scaffolding is more than just an aid – it’s a safety structure that must meet clear requirements from the Swedish Work Environment Authority. In this article, we explain what the rules mean and how Scaffxpert ensures that our RUX scaffolds comply with all Swedish safety standards.

What does AFS 2013:4 say?

The Swedish Work Environment Authority’s regulation AFS 2013:4, Scaffolds, applies to all types of scaffolding used in construction and civil engineering work. The aim is to reduce accidents and create a safe working environment for both professional builders and private individuals.
The regulations require that scaffolding must be type-approved according to Swedish or European standards, such as SS-EN 12810 and SS-EN 12811.
Assembly, use and dismantling must be carried out by persons with documented competence. Fall risks must be prevented with guardrails, toe boards and fall protection. The ground must be stable and designed for the loads of the scaffold. In addition, load classes must be followed according to the manufacturer’s instructions, and inspections must be carried out before the scaffold is put into use and thereafter on a regular basis.

According to Section 10 of AFS 2013:4, scaffolding must be type-approved by an accredited body, which in Sweden is usually RISE Research Institutes of Sweden.

What does type approval mean?

The type examination is proof that the scaffold meets all requirements for strength, stability and safety. This means the structure has been tested and approved for Swedish conditions.
The Scafom RUX system is type-approved by RISE, which guarantees that it meets the requirements of the Swedish Work Environment Authority. The certificates confirm that both couplers and modular systems are tested and approved in accordance with AFS 2013:4 and applicable European standards.

Safety components in an approved scaffold

Safe scaffolding must be equipped with guardrails at several levels, including top and intermediate rails. A toe board must always be in place to prevent tools and materials from falling. Platforms must be slip-resistant and the structure must be anchored to the façade to prevent movement. Access is via stair towers or ladders positioned to minimise risk.
Scafom RUX systems are designed to meet all these requirements. They combine high strength with fast assembly. All tubes and couplers are hot-dip galvanised for corrosion protection, and every component is clearly marked with year of manufacture and type approval number.

Why certification is crucial

Using scaffolding that does not comply with AFS 2013:4 can lead to serious consequences. This includes both the risk of personal injury and legal sanctions for the person responsible for the work environment. Certified scaffolding, on the other hand, guarantees that the structure has been tested, approved and adapted to Swedish standards.
For construction companies, this means peace of mind, and for private individuals it means the work can be carried out safely and securely. Approved scaffolding is always an investment in safety.
